Pan - Track Record on Recovery Residences,
aka "Sober Living Homes"
State Senator Richard Pan (D - Sacramento), a pediatrician, has served as:
2010-2014 Assembly Member, California State Assembly
2014-2018 Senator, California State Senate
2014-2018 Member, State State Health Committee
6/25/14 Voted in favor of AB 2491, which initially was proposed to declare a third-party, certified residence as exempt form licensure. This is an old trick proposed by industry to exempt its business-operated houses from licensure.
4/20/16 Voted in favor of Bates' SB 1283, to register and provide standards for unlicensed sober "board and care" environments.
4/26/17 Did not vote on Bates' SB 34 to define business-operated residences, so they can be licensed, but only after gutting it to make it a bill that no longer addressed separation of recovery residences.
1/31/18 Attended Informational Hearing on Addiction Treatment in California, as a Member of the Senate Health Committee.
As a member of the Senate Health Committee, Senator Pan has seen and discussed additional legislation proposing regulation of Recovery Residences which has not made it out of the committee.
