Gaspar - Track Record on Recovery Residences,
​     aka "Sober Living Homes"

San Diego County Supervisor Kristin Gaspar (R) has served as:
          2010-2016   Council Member and Mayor, City of Encinitas
          2016-2018   Supervisor, San Diego County Board of Supervisors

In September of 2015, the City Council of Encinitas "...unanimously backed an ordinance that would regulate sober living homes..." according to the Del Mar Times article, "Encinitas council supports sober living homes regulations" (9/10/15).    The end of the article relates: 

"Mayor Kristin Gaspar said sober-living homes are a valuable resource that she doesn't want to see go away.  But, she added, the ordinance would manage 'secondary impacts' that affect neighborhoods."
