Test Investors, Operators, Employees and Consultants for Substance Abuse
While the Addiction Treatment industry seems to believe that it is the optimal employment opportunity for recovered addicts, addiction treatment operators and employees who engage in the use of illicit drugs put their clients, recovering addicts, at risk of relapse. California has multiple examples of Treatment Center operators or employees engaging in drug use or overdosing. Occasionally, the drug use is an entree to sexual abuse as well:

Advocates for Responsible Treatment believes that those engaged in providing treatment and recovery housing should be held to the same standards as those of their clients. If recovering addicts are going to be tested for drugs, so should those leading them through recovery. Anything else is the fox guarding the hen house.
To date, no legislators have proposed drug testing for investors, operators, employees and consultants in this industry. Professionals in many other industries, including, obviously, healthcare, transportation and construction, are required to meet such standards. Addiction treatment and its housing are healthcare, reimbursed by health insurance, and should be treated no differently.
