Brough - Track Record on Recovery Residences,
​     aka "Sober Living Homes"

Assembly Member Bill Brough (R- Dana Point) has served as:
          2014-2018   Assembly Member, California State Assembly
​
          2/26/15 Introduced AB 838, a bill to treat recovery houses operated by treatment centers as integral components of the a single treatment facility.  Status:
                   1/31/16    Died "pursuant to Article IV, Sec. 10(c) of the Constitution."
          2/18/16 Coauthored AB 2255 (with Assembly Member Melendez)  that would offer voluntary certification from a third party organization to Recovery Care Residences, which would then be deemed a "residential use" of housing.   Recovering addicts from the court system would be first directed to these houses. 
                    11/15/16 Died in Appropriations.
​          5/13/16  Sponsored and spoke from  the dais at a Public Forum on the issue in Laguna Niguel.
          9/2/16    Sponsored and spoke from the dais at a Public Forum on the issue in San Clemente.
          2/19/16  Coauthored (with Senator Bates) SB 1283, which would register sober houses where services were offered  and have them adhere to standards.
                    4/27/16   Hearing cancelled at request of author.
          2/19/16   Coauthored (with Assemblyman Bloom) AB 2403 which would have defined Treatment Centers and their houses as single, integral facilities. 
          2/15/17   Introduced AB 751, which would have clarified that services such as transporting recovering addicts and providing them with meals are licensable by the state.
​                    4/25/17   Hearing cancelled at request of author/died in Health Committee.
          5/13/17   Voted in favor of AB 700​ which would align California addiction counseling certification standards with national standards.
​          2/14/18   Introduced AB 2437, a spot bill.

Given how important this issue is to the cities in Brough's district, we are a little surprised that he did not introduce or co-author significant legislation in 2018.
