Subject: Support SB 35
Dear Committee Staff,
Our family is writing to you today in support of SB 35. A state directed audit, completed in the fall of 2024, indicated that the Department of Health Care Services often does not meet its own standards for timeliness of investigations of complaints, ending up inspecting half of the facilities late, and 22 of the 60 complaint investigations took more than a year to complete. Likewise, DHCS was slow to react to complaints about unlicensed Recovery Residences, where people reside when they are active in outpatient treatment, and did not follow up appropriately. Lives are on the line when DHCS does not rapidly address complaints. By ensuring prompt assignment of investigations and completion of investigations either by DHCS or local authorities, authorities would successfully intervene in situations in which occupants have the potential to die. It is critical that the state mandate such requirements, especially as more Californians enter treatment under Prop. 1. To protect and save lives of those in recovery, our family supports SB 35.
