8/15/08 Voted in favor of SB 992, which required a form of licensure for recovery residences, on the floor.
SB 992 was vetoed by the governor.
Unfortunately, Insurance Commissioner Jones has not been attentive to the fraud taking place in addiction treatment. In a 6/6/16 article, entitled "Regulators Probing Whether HealthNet Is Stiffing Drug Treatment Providers," Kaiser Health News, it is clear that the State was taking the side of unscrupulous providers who were claiming lack of payment by insurance companies.
Subsequently, in a 2/27/18 article entitled "California Rehab Mogul raped women, dealt drugs in treatment centers," OC Register, Insurance Commissioner Jones is quoted as saying, "State Insurance Commissioner Dave Jones has called that case, in which Bathum is charged alongside his 44-year-old chief financial officer, Kirsten Wallace, “one of the largest health insurance fraud cases in California.” Bathum is accused of bilking insurance out of $175 million in fraudulent claims. Indeed, we believe that health insurance fraud in the addiction recovery industry in California will climb dramatically higher in coming months. Why has this taken place on Jones' watch?
The question is whether Insurance Commissioner Jones now understands the issue and would do anything about it if elected Attorney General.
