Using the California Legislature Letter Submission Portal
Note that registering for the portal does not result in spam coming to your email address!
1) Go to the following page (click on it): https://calegislation.lc.ca.gov/Advocates/
2) At nearly the bottom of the page, in a box entitled "Sign In," you will see the words"Create an Account." Click on those words.
3) On the next page, you may see a question: "Are you a registered lobbyist?" Click the "No" radio button.
4) Answer the question "Do you represent an organization, registered or otherwise?" by selecting "yes" or "no."
5) A new window will open. You must fill in your name, address and phone number in the box called "User Details."
6) In the box called "Account Details," enter your email address.
7) Add a Security Question below that.
8) NOW, go to your email inbox and obtain the temporary password the state has given you.
9) Go back to the Portal page (the link above), and enter your email address and the temporary password.
10) The system will likely prompt you to change your temporary password to a real password. Regardless, please do not lose your password!
Now you are registered and ready to use the portal! Sign in with your email address and password, if you have not already done so.
If you choose to submit through the portal, you follow a similar process every time. You
1) Write your letter in a word processing app and save it as a .pdf.
2) Log in to the Portal
3) Under the title "Activity," click on the text that says "Submit a Letter"
4) On the next page, under "Select a Bill," enter the letters (AB or SB) and the number. Leave the Session Type as "Regular."
5) The name of the bill will appear below. If you have a choice, select the most recent version date.
6) Click on the "Next" Button
7) On the page "Submit Letter as...," click on "Yourself."
8) On the page with a list of Committees, check the boxes for all Committees
9) On the page called "Upload the File for Submission," select a radio button for Support or Oppose, depending on your letter.
10) Enter a title such as "Support AB xxxx" or "Oppose SB xxxx"
11) Under Letter, click on the Choose File button and upload your file. Then select the Review Button
12) Don't forget to submit it!
