Dear Committee Staff,
Our family is writing to let you know that we support AB 877. No matter how hard the state tries to ignore it, the for-profit substance use disorder treatment industry in California is riddled with fraud. Operators illegally pay the premiums for clients that cannot afford them. Operators who are non-contracted providers with health insurance companies bill for services that they have neither provided or have provided below the standard of the billing level they charge to the insurance company, such as billing for hospital-level services when there is no hospital. The bottom line, by the time health insurance companies are questioning the billings, the patient is gone. AB 877 requires appropriate state departments to notify health insurers that they should question hospital style billing for services originating from treatment in licensed residential settings, which are, for the most part, non-medical. AB 877 is a cost effective way to reduce health insurance fraud which contributes to the deaths of those in treatment and increases the cost of insurance for all consumers.
